Red Oak Street is led by David Garten, whose extensive experience in both business and government provides clients with unique cross-sector insight.
Before forming Red Oak Street, David was a senior executive at RXR, overseeing corporate affairs and ESG/Social Impact initiatives. He helped advance major public-private partnerships, including New Rochelle's multibillion-dollar downtown development plan, 175 Park Avenue (set to be the Western Hemisphere's tallest office tower by floor height), and strategic property repositioning post-COVID.
In previous leadership roles at the Port Authority of New York & New Jersey and Metropolitan Transportation Authority (MTA), David structured multi-billion-dollar capital plans and partnerships, including the vision plans for LaGuardia and JFK airports, the $4 billion public-private partnership for LaGuardia Terminal B, the reconstruction of the World Trade Center, and federal funding for the recovery from Superstorm Sandy.
As a Senior Policy Advisor to U.S. Senators Hillary R. Clinton (New York) and Frank R. Lautenberg (New Jersey), he focused on federal appropriations and transportation policy.
David holds dual master's degrees from Columbia University's School of International and Public Affairs (SIPA) and School of Social Work and a Bachelor's from Ferrum College, where he played inside linebacker on the Ferrum football team.
David currently serves on the Board and Executive Committee of the Regional Plan Association (RPA) and the Board of the Institute for Women's Leadership at Rutgers University.
